Build neighbourhoods, roads, farms, shops, factories, power plants, and water networks while you manage money, workers, population, resources, happiness, power, research, production, and expansion. When that country can support an army, research technology, manufacture vehicles and missiles, send troops through tunnels to the mainland, and defend the cities you built. Costs and button names are not on the experience page. The linked missile walkthrough is from 30 September 2026, and a viewer later said those quests changed. Four game passes were listed on 11 October 2026, including a new French military pack and a billboard pass that was back on sale.
